As a life-long lover of special effects I would say that this video appears to be genuine, almost certainly filmed in India. Also having a long time interest in snakes and herpetology in general, it is almost certain that this snake has had the fangs removed.
It is an unfortunate fact that in India and other places in the world local economies depend on tourism, and tourists love to see "snake charmers". Many of these unlucky reptiles have had their fangs literally cut out limiting them to a short life span as a tourist attraction before death from starvation or infection.
Several organizations have helped to make the practice illegal, and helped to change the local economies to breeding and milking venom for antivenin, a much more stable and humane business model.

Very scary, especially the juxtaposition of the angry snake striking at the child's head as women laugh in the background. Hard to imagine even with a defanged reptile. Many a death has occured from a dead snake or an empty gun. The American version of this scenario is to not place a child in a car seat because you are just "running to the store". Perhaps it's all just subtle cultural differences.
